The text emphasizes that the struggle against IFFs must be moved to the center of international economic governance discussions as “the elephant in the room” because the recovery of these illicitly exported resources is critical for realizing Africa’s Agenda 2063 ambitions\, ensuring inclusive development\, and countering cycles of poverty\, grievance\, and instability.

DESCRIPTION:Download: Concept Note \nThe Tana High Level Forum on Security in Africa is an independent initiative of the Institute for Peace and Security Studies (IPSS)\, of Addis Ababa University\, the African Union (AU) and of eminent African personalities\, including the late Prime Minister Meles Zenawi. The Forum is a response to the Tripoli Declaration of August 2009 that calls for “African- centred solutions” and designates peace and security as a collective “intellectual challenge”. The Tana High- Level Forum on Security in Africa\, also known as the Tana Forum\, brings together African leaders\, personalities and stakeholders to engage and explore African-led security solutions. The centrepiece of the Tana experience is the baobab tree which\, through its symbolism of dialogue\, invites participants to sit down in a spirit of commonality and moral duty towards finding solutions for peace and security in the continent. The Forum is a platform for formal meetings between African heads of states and governments by assembling them in an informal and collaborative environment in the 11th Tana Forum will be held in April 2024 at Bahir Dar on the theme “Africa in an Evolving Global Order ”. \n\n\n\n\nThe Forum brings together approximately 200 multi- stakeholders and representatives from the continent and beyond. Given the limited space to accommodate pressing participation demands\, the Multi-stakeholder Dialogues have been introduced to fulfil three objectives:

DESCRIPTION:Download: Concept Note \nThe 10th edition of the Tana High-Level Forum on Security in Africa was held from 14-16th October 2022\, in Bahir Dar\, Ethiopia\, under the theme\, “Managing Security Threats: Building Resilience for the Africa We Want”. In line with the tradition of the Tana Forum\, the Secretariat is mandated to organize multi-stakeholders forum on selected themes with the aim of forging and deepening conversation on topical issues and outcomes. It is against this backdrop that the next Post-Tana Forum will be organized from 28-29 March\, in Abuja\, Nigeria in partnership with Humanity United and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). This Post-Tana Forum is on the theme “Enhancing Regional Responses to Political Transitions”. This post-forum which will also be organized almost at the same time as the Second Summit for Democracy (29-30 March) presents a great opportunity to influence the conversations of the Summit. The United States will co-host this Summit with the governments of Costa Rica\, the Netherlands\, Republic of Korea\, and Republic of Zambia. The Second Summit for Democracy will bring together world leaders in a virtual\, plenary format\, followed by gatherings in each of the co-hosted countries with representatives from government\, civil society\, and the private sector. This concept note is developed to serve as a guide to participants converging in Abuja\, Nigeria’s Federal Capital and the ECOWAS capital to deliberate upon and propose innovative ways to advance and strengthen regional responses to political transitions\, especially military coups and other forms of Unconstitutional Change of Government (UCG).

SUMMARY:Ambassadors Briefing and Roundtable on ‘Strengthening Resilience and Food Security in Africa’
DESCRIPTION:The 10th edition of the Tana High-Level Forum on Security in Africa will take place in 2022  in Bahir Dar in hybrid format under the theme\, “Managing Security Threats: Building Resilience for the Africa We Want”. In line with this\, the Secretariat has organized Tana Forum 2022 Ambassadors’ Briefing Session which aims at briefing\, promoting and engaging with Addis-based Ambassadors and AU Officials on the forum\, its objectives\, topic\, theme\, confirmed speakers\, participation and envisioned outcomes. It is expected that at the end of the briefing session Ambassadors will be sensitized\, acquainted on the Tana Forum topic and equipped with factual information. This will enable Ambassadors to share updated and relevant information with their authorities in their respective countries and enjoy another networking platform on the given Tana Forum topic and other common and pertinent matters in peace and security.  \nWith the view to seize the presence of the diplomatic community and also gather further input for the main forum\, the Secretariat has organized a short roundtable on  topic that resonates with the main forum i.e.\, ‘Strengthening Resilience and Food Security in Africa’. The series of global events of the 2020s have now led to a surge in global food among others. The world has faced the threat of massive hunger and starvation following a spike in food prices in the past and this would not be the first time.  In 2007-2008 and in 2010-2011 food prices suddenly increased following a three-decade hiatus when food prices were stable and low. However\, the current surge increase in food prices is unique and by far the highest since 1961 surpassing the surge recorded in the first half of the 1970s\, during the infamous 1973 Oil Crisis.  The cost of food has gone as high as 42% which is worse than what was recorded in 2014-2016 taking place simultaneously with food insecurity. Following the pandemic 161 million people fell into hunger between 2019 and 2020\, making a total to 811 million people facing food insufficiency globally. One in 10 people in the world went to bed without enough nutrition in the first year of the COVID-19 pandemic. Resulting from consecutive droughts in the Horn and East Africa\, locust swarm\, flood drought\, conflict and impacts of COVID in the West along with international shocks following the pandemic and the war in Ukraine\, Africa has been predominantly susceptible to food insecurity. In the months following the pandemic between 2019 and 2020\, 46 million people faced hunger.  In 2020\, 21% of the population on the continent suffered from hunger which is a total of 282 million people in Africa making it a continent with a higher percentage of its population anguishing from food insecurity. In addition\, the impacts of multiple attacks of disease and illness\, joblessness\, and absence of social protection can lead to long-standing poverty and destitution. The roundtable seeks to foster deeper understanding of the situation\, assess current responses\, lessons learnt and challenges faced and propose workable solutions.

SUMMARY:African and European views of the new global order
DESCRIPTION:Global power has been in a process of re-balancing and with that shift challenges to the post-1989 order have been mounting. The war in Ukraine acts as a caesura\, compelling Europe to confront the uncomfortable reality that the post-1989 order was both a function of Western power and its principles far from universal. \nBy trying to rally Africa to its side in confronting Russia\, Europe unintentionally created a litmus test for the post-1989 order standing in Africa. Many in Africa did not perceive Russia’s action as a challenge to a global order that it felt mutual ownership of. \nAs Europe grapples with its role in the emerging global order\, there is a new opportunity to forge a strategic relationship between Africa and Europe. To do that\, Europe needs to engage with Africa’s views on the post-1989 order and where Africa situates itself going forward. Where Europe signaled openness to Africa’s view before\, the fundamental re-assessment of Europe’s assumption of global order occasioned by the Ukraine war creates a new openness and indeed an opportunity for Africa and Europe to forge a new consensus. \nWhat needs to happen for Africa to buy-in to a new emerging global order? In line with this\, the secretariat holds the multi-stakeholders forum on a selected theme that resonates with the main forum to reach more constituencies across the continent and popularize the outcomes of the forum among wider constituencies. Hence\, the Tana Forum Secretariat in partnership with Oxfam will organize a regional multi stakeholders hybrid forum on the theme “The Impact of Peace and Security on Culture and Heritage Protection in Africa” to be held on 21 April 2022. This concept note is developed to guide this forum. \nCulture combines communal conduct and customs as well as language\, knowledge\, beliefs\, traditions\, arts\, customs\, capacities and habits. Heritage is the legacy of physical artifacts that are inherited from past generations\, maintained in the present and bestowed for the benefit of future generations. Heritage includes tangible culture (such as buildings\, monuments\, landscapes\, and natural heritage (including culturally significant landscapes\, and biodiversity). The deliberate act of keeping cultural heritage from the present for the future is known as Conservation (British English). Cultural heritage is often unique and irreplaceable\, which places the responsibility of preservation on the current generation. The critical\, non-renewable\, component of human civilization\, expressed through natural and cultural heritage\, should be preserved and protected by current and future generations.

New technologies have made it possible to collect data in crime and conflict enhancing the efficiency of early warning and response. Peace operations can now be implemented in asymmetric threat environment and monitoring and observation can be performed more efficiently as a result of this advancement. Similarly\, they foster the peacebuilding efforts down to local level. In addition\, changes in technology have always impacted theatres of war and peace. With such advancement comes the engagement of new technologies such as drones and other modern forms of hybrid warfare that introduces their own set of new challenges. They also carry the potential for adverse effects like the danger posed by the militarization of emerging technologies\, especially if used in the context of terrorism. Moreover\, cell phones and the Internet in addition to enhancing civic participation and empowerment are increasingly being employed to facilitate conflicts by serving as channel of communication\, control public belief\, raise awareness on new warfare techniques\, documenting intelligence\, and taking on cyber-attacks by Violent extremists\, organized crime and gangs etc.
